PLANNING PROCESS

The Barrio Logan Community Plan was approved by the City Council in 2021 and will be submitted to the California Coastal Commission for certification. The new Barrio Logan Community Plan and related documents are on the City of San Diego website.

ENGAGEMENT SUMMARY

The City conducted a multi-year community outreach process from 2008 through 2013, and additional outreach was conducted for the 2021 Barrio Logan Community Plan Update. Through the community engagement process, valuable input and information was received. Broad public input was obtained through a series of workshops where residents, employees, property owners, advocacy groups, and the surrounding neighborhoods, weighed in on issues and provided recommendations.

 

The 2021 Community Plan Update is also based on input solicited through online surveys, outreach events in the community, interviews, and workshops. This effort helped to solicit feedback from residents on the proposed land use changes and to hear what other components would be important to include in the Plan Update. The Barrio Logan Community Planning Group voted 10-1-0 on October 20, 2021 to recommend approval of the 2021 Community Plan Update. Since then, the City Council has voted to adopt the new community plan. The community plan also requires certification by the California Coastal Commission.

January 2021 Draft Land Use Regulations for the Agreement Area

The draft land use and zoning regulations are available for review. The draft regulations were developed based on the recommendations of the MOU and input received from the Barrio Logan CPG.

February 2021 Planning Commission Workshop

On February 11, 2012, the Planning Commission will hold a workshop to review the Plan Update effort and the land use recommendations developed in working with the Barrio Logan CPG.

REVIEW THE 2013 PLAN

The 2021 Barrio Logan Community Plan builds on the plan that was adopted in 2013. The 2013 Community Plan provided a long-range physical development guide for elected officials, property owners and citizens. The plan established specific goals and policies consistent with the General Plan and City of Villages strategy, and provide direction on what types of future uses and public improvements should be developed in Barrio Logan. Although the 2013 Community Plan was repealed by referendum in 2014, the community continued to work to resolve issues. A Memorandum of Understanding prepared in 2020 provided the framework for specific land use changes. These changes are reflected in the 2021 Barrio Logan Community Plan that received support from the Barrio Logan Community Planning Group and was approved by City Council.
